Rebidding for unfinished portion of new IRC project sought

The “conscience bloc” in the Sangguniang Panlalawigan questioned the automatic turn over of the New Iloilo Rehabilitation Center (NIRC) Project to F. Gurrea Construction following the termination of contract with Great Asian Development Technology International Corp.
Third district Board Member Licurgo Tirador said there must be a rebidding for the project considering that the contract with the previous contractor was terminated due to some lapses.
To note, Manila-based Great Asian Development Technology International Corp. took over the project after the original winning bidder South Pacific Builders backed out.
Governor Niel Tupas, Sr. terminated the contract with Great Asian December last year after the latter failed to meet the project calendar.
It was learned that Great Asian incurred a slippage of 56 percent.
Fourth district Board Member Domingo Oso earlier asked his colleagues to grant authority to Governor Tupas to enter into contract of agreement with F. Gurrea Construction Inc. for the construction of the unfinished portion of the NIRC (Phase I).
Fifth district Board Member Niel “Junjun” Tupas, Jr. said there is no need for second bidding because there was no failure of bidding with Great Asian but it was a terminated contract.
He said that because of the termination of contract the Bids and Awards Committee (BAC) could award the project to the next lower bidder, which is the F. Gurrea Construction. |
