Dulay orders cops entering Camp Delgado to be in proper uniform

Police officers are warned to be in proper uniform while transacting business at Camp Delgado. Police Regional Office (PRO 6) director Chief Supt. Wilfredo V. Dulay, Sr. issued this directive citing the number of situations which he saw PNP personnel roaming inside the Regional Headquarters on civilian attire.
Disgruntled with the defiance of PNP personnel on the previous instructions, Dulay orders for the filing of administrative case against those who would not heed his standing directive.
"It might be harsh but we have to take drastic measure if it would facilitate compliance to our SOPs," Dulay said.
The Top Cop's order is anchored on the provision of paragraph (n) Section 4 of Republic Act 6713 or the PNP Code of Professional Conduct and Ethical Doctrine, "Public looks upon a PNP member as a distinctively man among men. It is a welcome sight when PNP members wear their uniform properly whenever they may be since disciplined PNP members are best exemplified by those who are neat in appearance by wearing the prescribed uniform."
Dulay explained that the police, once in proper uniform, would give good impression to the public and eventually be able to gain their trust and confidence. But, more than that, security of Camp Delgado will also be enhanced against persons who would surreptitiously enter the premises disguising as police officer in civilian attire.
