Smoke ban up in Capiz LGUs
ROXAS CITY – More local government units in Capiz have already passed their respective local ordinances prohibiting smoking in public places in their municipality.
This move is in support to Republic Act 9211, otherwise known as the Tobacco Regulation Act of 2003.
According to some local chief executives, the banning of smoking in public places such as the municipal building and similar places, is to protect the public, particularly non-smokers, from inhaling second hand smoke.
In their respective ordinance, they have also designated smoking areas for the benefit of those who cannot stop their craving for smoking.
To ensure a healthy and productive workforce, the Civil Service Commission (CSC) recently issued a Memorandum that prohibits smoking in all government premises, building and grounds, except in open areas designated as smoking areas.
The said Memorandum Circular was based on RA 9211 as well as the World Health Organization Framework Convention on Tobacco Control, of which the CSC affirmed the ill effects of smoking and inhaling secondhand smoke.
The Commission said that second hand smoke could lead to lung cancer, increased risk of heart attack, and respiratory complications.
The CSC, in an online news, disclosed that it has ordered an absolute smoking ban in all government premises that provide health, education, and social welfare and development services such as hospitals, health centers, schools and universities.
Further, no "smoking areas" are to be designated in such places, the said agency pointed out.
The CSC said that smoking is also prohibited except in open spaces designated as "smoking areas".
In addition, the Commission has also prohibited smoking in government vehicles, and ordered the removal of ashtrays and other receptacles for dispensing cigarette refuse in non-smoking areas.
Building administrators should ensure strict compliance of the smoking ban, while heads of agencies should take appropriate measures to inform employees and their transacting public on the requirements of the CSC policy, the Commission said.
Meanwhile, the CSC stressed that any violation of the memorandum circular will be met with disciplinary action under civil service laws and rules. (PIA/Jemin B. Guillermo)
