DENR employees call for Paragas ' ousterThe unrest within the regional office of the Department of Environment and Natural Resources (DENR) continue to simmer. The other day employees from different departments held a rally in front of the office of Regional Executive Director (RED) Vicente Paragas calling for his ouster. Earlier 629 employees signed a petition calling for the ouster of Paragas on the ground of mismanagement. The signatories consist of rank and file employees, division chiefs from Provincial Environment and Natural Resources Office (PENRO) and City Environment and Natural Resources (CENRO) from the different provinces of Region 6. To recall, the employees recently protested the delay in the release of their salaries due to Paragas ' intercession. The employees claimed that Paragas continue to harass them. Lucia Jardinico , Division Chief for Forest Resource Conservation, said Paragas is a big liar. She also suspects that Paragas is behind some poison text messages spreading among DENR employees. The petitioners also called on DENR Secretary Mike Defensor to reconsider the relief of Jardinico and Regional Technical Director (RTD) Rainer M. Ecang from their present position. Paragas ordered the relief of the two officials recently. Paragas issued special order number 2004-362 for the transfer of Jardinico to Roxas City as action Officer of CENRO. He also issued special order number 2004-363 for the transfer of Jonathan Bulos from FMS division to the operation center. Also affected by Paragas ' unjustified reshuffling were Ernest Federiso and Loui Laud all from the FMS division. In his letter to Secretary Defensor , Paragas contended that RTD Ecang is bias and acts in conspiracy with Jardinico . He also cited Ecang for gross insubordination and disrespect. The employees, on the other hand, claimed that Paragas relieved Ecang after he learned that the latter directly endorsed the appeal of the petitioners to Sec. Defensor . The petitioners said that they would not stop fighting until Paragas is ousted from his office. Jardinico said the reshuffling of various employees resulted to some backlogs in their work. She said some of the employees were given tasks that are not their craft or specialty. |
