FULLY LOADED Provincial warden Juan Mabugat is getting impatient with the slow pace completion of the new Iloilo Rehabilitation Center in Brgy . Nanga , Pototan , Iloilo . Mabugat noted that a new provincial jail is urgently needed considering the continued increase of detainees at IRC. He said at present the age-old IRC houses 729 inmates. The IRC, which sits on a 3,807.13 sq m lot at the back of the Iloilo Provincial Capitol, is already 94 years old. It was originally intended to house about 200 prisoners. Senate President Franklin M. Drilon has allocated P15 million to help finance the construction of the new IRC. The project is being built in a 15-hectare property purchased by Iloilo provincial government at Brgy . Nanga , Pototan . The new IRC will be a two-story structure with modern prison facility that will accommodate more than 1,000 inmates. For maximum security, its roofing is made of concrete slabs, which can also be used for future expansion. One third of the entire site will be utilized for the prison facility. The rest of the area will be used for livelihood activities like food production and skills training. Complying with the standards of worldwide penitentiary institutions, the new IRC will be divided into two wings: one wing are designed for prison cells that could accommodate four inmates each while the other wing will house eight inmates each. Early this year the F. Gurrea Construction took over the construction of the project. Gov. Niel Tupas Sr. did not renew the contract with contractor Great Asian Development Inc. after it incurred remarkable slippage and delay in the construction of the project. The contract for Great Asian Development Inc. lapsed on December 17, 2004 . It asked the provincial government an extension of another one month but Tupas did not grant their request because he was not satisfied with the performance of the said contractor. Mabugat said the new IRC is expected to become operational by October this year or about seven months from now. |
