SP probe on Capitol cracks hang

Vice Governor Roberto Armada has yet to get the answers on his request for Sanggunian Panlalawigan (SP) investigation relative to the cracks of the new multi-million Capitol building.

Entering its third week since it first became subject of a privilege speech, the Vice Governor awaits any development even as key officials in the Iloilo Provincial Government dismissed the controversial cracks as "superficial."

The probe as sought by the Vice Governor was referred to the SP Committee on Infratructure chaired by Board Member Rodolfo Cabado (Second District). Yet Cabado has since begged off and turned it over instead to the committee vice-chair, Board Member Niel Tupas Jr. (Fifth District). This, Cabado explained to The News Today (TNT) was brought by his earlier commitment to the centennial celebration of his alma mater, the Central Philippine University.

"I wouldn't want to delay them and the proceedings so I asked that Board Member Tupas take over. But I was also told that he excused himself so now the investigation will be handled by Board Member Domingo Oso (Fourth District). I have no idea now if they have started or not," Cabado said.

In a check made with Board Member Oso's office, TNT learned that official probe has yet to begin with resource persons still being evaluated by the Committee secretariat. Oso apparently learned of his latest responsibility only this week reason why no SP hearing on the subject was conducted.

The Vice Governor in calling for the SP action voiced his concerns on the numerous cracks particularly since questions were raised on the Capitol building's safety.

In a report, the Commission on Audit (COA) took note of the hairline cracks discovered by its techinical audit team however building contractors and engineers called in by Governor Niel Tupas downplayed the concern saying those were "superficial" and poses no imminent danger.

Days after Armada delivered his Capitol-cracks speech, employees of the Iloilo Provincial Government successfully took part in an earthquake drill with no less than the Governor as lead actor.
