Conflicting reports put on question CEO 2004 income
Which is which?
This question is bugging City Councilor Perla Zulueta after the City Engineers Office (CEO) and the City Treasurers Office (CTO) submitted varying collection reports.
Zulueta already called for an investigation of the perceived anomaly.
The CEO collection report is higher by P4,117,648.62 compared to the actual receipts accounted by the CTO for the year 2004.
The question now is: where did the said amount go?
Based on the report of the CEO chief Engr. Marito Amatorio they have collected P3,540,052.40 from building permit fees; P273,982.45 (electrical permit fees); P62,951.18 (occupancy permit fees); P33,818.64 (demolition permit fees); P381,316.84 (mechanical permit fees) and P175,695.77 for sanitary permit fees in the year 2004.
The report submitted by Amatorio to the Sangguniang Panlungsod was based on the CEO's logbook.
On the other hand, the report of Elsie Segaya of the CTO showed that they have only collected P1,675,442.69 from the building permit fees; P679,327.49 (electrical permit fees); P69,656.77 (occupancy permit fees); P43,390.63 (demolition fees); P1,018,256.90 (mechanical permit fees) and P1,368,172 for sanitary permit fees. The figure was based on official receipts issued by the CTO.
In the two sets of collection report, the supposed income on building permit fees as per record of the CEO is much higher compared to the actual collection. It has a difference of P1,864,609.71.
In the electrical permit fees, the collection of the CTO is much higher compared with the records of the CEO. It has a difference of P405,345.04.
For the occupancy permit fees, the certified actual income is higher compared to the report of the CEO. There is a difference of P6,705.59.
The certified actual income from the demolition fees is P43,390.63 while on the CEO's report, the income is P33,818.64. It has a difference of P9,571.99.
For the mechanical permit fees, the certified actual income is P1,018,256.90 but on the CEO's report the mechanical permit fees is only P381,316.84.
For the sanitary permit fees, the certified actual income is P1,368,172. In the CEO's report, the sanitary permit fee is P175,695.77. It has a difference of P1,194,476.23.
The disparity in the CEO's and CTO's report caught Zulueta's attention. Zulueta was the one who asked the CEO to submit a summary of the building permit fees and miscellaneous fees.
In an interview (Wednesday) with the Iloilo City Hall Press Corps, Zulueta said she would call for an audit of the CEO reports.
She said the audit is more reliable to solve the problem than for the council to conduct a probe against the officials of the CEO. The records were falsified, she said.
Zulueta said they could not get anything from Engr. Amatorio and it is useless for the council to initiate an investigation. She described the CEO chief as "lipong."
