DILG-WV sends nominees to national Lupon search
Four barangays in the region are nominated in this year's national Lupong Tagapamayapa Incentives Awards (LTIA), according to DILG Regional Director Evelyn A. Trompeta.
Barangays Cabugao Sur, Pavia, Iloilo (1st-3rd Class Municipality category); Cuyapiao, Patnungon, Antique (4th-6th Class Municipality category); Tanque, Roxas City (Component City category); and Villamonte, Bacolod City (Highly Urbanized City category) are competing with other barangays in the country for having the best Lupons.
The four have undergone evaluation by the regional team composed of the DILG as chair, the Executive Judge of the Regional Trial Court as Vice Chair, with membership from the Integrated Bar of the Philippines, the Philippine National Police, and Iloilo Caucus on Non-Government Organizations (ICODE) and the REACT as representative of the private sector.
Lupong Tagapamayapa, which plays a big role in resolving trouble at the barangay level, is also considered a big factor in helping declog courts.
The nominees were evaluated according to their efficiency in operations, discernible through observance of settlement procedures and guidelines, conduct of monthly Katarungang Pambarangay (KP) meetings, systematic maintenance of records, and timely submission of reports.
The evaluators also look for effectiveness in securing objectives of the program, measurable through the quantity of settled cases and the quality with which the cases were settled.
The creativity and resourcefulness of mediators were also looked into, such as when they have devised and employed innovative mediation methods, proper coordination with appropriate government agencies, conduct of KP trainings, and sustained advocacy efforts on the Katarungang Pambarangay.
