City allocates P6M for bonus of brgy officials; P500T for Christmas party
City hall employees and barangay officials have the reason to be happy. Bigger slices of the allocation coming from the city's Supplemental Budget (SB) No.5 amounting to P166,093,463 are intended for them.
In the supplemental budget, the city government allocated a whooping P6,120,000 as "financial assistance" to barangay captains and officials and another P500,000 for the Christmas party of city hall employees.
SB No.5 was endorsed by Mayor Jerry Treñas to the Sangguniang Panlungsod for approval after City Treasurer Office chief Katherine Tingson certified the availability of the fund. It was approved last November 29, 2006.
The allocation for the "financial assistance", a discreet term for Christmas bonus of barangay captains amounted to P720,000 and P5,400,000 for barangay officials. Each barangay captain will receive P4,000 and P3,000 each for barangay officials.
The bonus for barangay captains, barangay officials and allocation for the Christmas party of city hall employees was even bigger compared to priority projects and concerns of the city which could greatly benefit majority of Ilonggos.
Majority Floor Leader Eduardo Peñaredondo said the amount is "minimal" compared to the number of employees who will enjoy the party. The party which is set on December 15, 2006 at the Iloilo Grand Hotel will be participated by 1,605 regular employees and more than 1,000 casual employees.
SB No.5 was sourced out from the city's underestimated Internal Revenue Allotment (IRA) amounting to P32,884,080; salary savings from January to March 2006 P4,547,958; April to May 2006 P3,106,805.50; June 2006 P1,566,031.20; July to August 2006 P2,465,459, September 2006 P1,233,205.50; October 2006 P2,587,883 and November 2006 P3,209,215; city's loan from the Development Bank of the Philippines for its Solid Waste Management Project P90,000,000; pre-marital counseling fees P89,880 and police clearance fees P70,100.
Portion of the supplemental budget was also sourced out from the city's savings on clothing allowance P368,000; productivity incentive benefit P161,000, personnel benefit fund P330,000, late filing fees (Sworn statement of CAO) P120,000 and initial funding for the construction of the new city hall building P23,353,845.30.
When asked the allocation for the Christmas party is bigger compared on the important concerns of the city such as for the slaughterhouse cleaning and sanitation at the Iloilo City Slaughterhouse, Peñaredondo said it was the mayor's office who prepared the supplemental budget. However, it is the city council which approved the budget.
