DBM to impose no performance, no release policy in govt offices
Department of Budget and Management (DBM) Secretary Rolando Andaya Jr, said they will institute reforms in the spending capability of government funds by implementing the "no performance, no release" of funds in the different branches of government service.
Andaya said the "no performance, no release" policy is an effective tool in effective management of funds. Each department must spend the budget released to them during the fiscal year. They should finish the project.
It is already a given fact that regional offices normally ask for fundings for a given year and yet the implementation of the project is delayed. There are several projects particularly in Iloilo which concerns infrastructure projects and already funded long ago but some of them are still being implemented.
The government is working towards sustainable budget by putting right funds in the right place at the right time. It is managing resources and giving allocations effectively. This is to ensure our own desired results through increased capability and accountability, said Andaya.
Andaya along with Department of Finance Secretary Gary B. Teves and Department of Trade and Industry Secretary Peter Favila were in the city Monday for the Philippine Economic Briefing Domestic Roadshow. They are members of the economic managers of President Arroyo.
On his part, Favila said they want to get on the ground and see the pulse of the people on the income level of the people, extent of job creation and prices of commodities. In the same economic briefing, they discussed on the eight-point agenda of the President in measuring the economic growth of the country.
The eight elements are job creation, better cost of living, strong peso, increase investment, pro poor housing investment, education and health, Green Philippines and strong security and anti-terror laws.
