DILG reminds barangay officials of Assembly on March 31
Amid the swirling dust of political sorties, the Department of Interior and Local Government (DILG) reminded barangays of their duty to hold their First Semester Barangay Assembly on March 31, 2007.
DILG Regional Director Evelyn A. Trompeta cited Secretary Ronaldo V. Puno's Memorandum Circular 2007-23 issued on March 6 this year, calling on Punong Barangays to present their Accomplishments and Financial Reports from July to December 2006; discuss problems , issues and concerns affecting the barangays; and conduct information dissemination on the forthcoming national, local and barangay elections.
Also, barangays that have not yet conducted the election of Barangay Human Rights Activation Officers (BHRAOs) pusuant to DILG MC No. 2006-45 dated May 11, 2006 are advised to undertake the said activity on the same day.
The barangay officials may include other related activities they deemed appropriate to get the interest of the residents to attend the barangay assembly.
Puno also enjoined Provincial Governors, City and Municipal Mayors to extend necessary assistance to the barangays to ensure the successful conduct of the Barangay Assembly.
To prepare for the barangay assembly, Trompeta requested Punong Barangays to post notices in conspicuous places within their barangay, citing the date, venue, time and agenda, for information of their constituents.
"As officials and constituents of the barangay, people should actively participate in barangay assemblies so that they would be updated of the policies, events and services being offered. The barangay assembly also provides a venue for airing of issues and concerns that could be directly addressed by barangay officials and their constituents, so that these could be resolved in the most efficient manner." Trompeta said.
"This is an opportunity for people to take active part in local governance, to provide solutions and not confine themselves to grumbling about their problems," she added.
