Country's civil registrars here today for 9th National Convention of PACR
The country's civil registrars and local chief executives gather here for the 9th national convention of the Philippine Association of Civil Registrars at Punta Villa, Arevalo. The convention will address problems on the issuance of security papers (SECPA).
City Civil Registrar chief Romeo Juncae Manikan Jr. said they expect some 1,000 delegates in the three-day convention. The affair will serve as venue to thresh out all the problems on the issuance of SECPA. SECPA, is one important document that is required when enrolling in school, applying for a board examinations and applying for a VISA.
The theme of the convention is "Philippine Association of Civil Registrars (PACR): Our Excellence for the Best in Philippine Civil Registration." As of yesterday, 18 mayors and 800 civil registrars in the country have signified their intention to attend the convention.
Secretary Ricardo Saludo will be the guest speaker in the said convention. The national convention started yesterday with the registration of the participants from all over the country.
Currently, it is only the National Statistic Office (NSO) that issues the SECPA. Here, the NSO through its Regional Director Norman Julag-ay has been working double time to accommodate hundreds of clients that line up daily from the stair of the NSO to the nearest building. The applicants line up as early as 6:30 in the morning. Julag-ay has introduced several schemes to lighten the burden of the applicants.
Manikan stressed the importance of the three-day convention as it will deal on the "simplification of the issuance of security papers through local chief executives." The simplification of the issuance of the security papers will be made through the signing of the Memorandum of Understanding between the local chief executives, National Statistics Office and the Philippine Association of Civil Registrars.
He said the people will benefit from the move to simplify the issuance of the security papers through the local chief executives.
The convention is also a significant moment for the civil registrars as the country's top performing civil registrars will be honored during the convention. There will also be conferment of commemorative pins, said Manikan.
