City warns public vs. fixers
To professionalize the government service, government officials and employees are prohibited to act as fixers in any transaction at the different departments of the city government. This was the order of Mayor Jerry Treñas before he left for Germany.
Treñas in his order executive order No. 20-2007 reiterated the provisions of Republic Act 6713, wherein all officers and employees are strictly prohibited from facilitating or acting as agent of any person who has business transaction with the city government.
"We are in the process of strengthening our quality service and ensuring that these services are delivered in a professional and efficient way," reads part of the order.
He said the existence of fixers will only defeat the purpose of the process being implemented by the city government. Currently, the city government is subjecting its employees into a moral and professional value seminar to upgrade their outlook towards their work.
In 2004, Iloilo City got a poor rating in the customers service as contained in the 2004 Metro Iloilo Guimaras Economic Development Council State of Local Governance Report. The report is a consolidation of findings on 11 local government units.
In the same executive order, Treñas reiterated that all officers and employees should strictly observe the ethical standards required of public officials and employees as stated in RA 6713. All departments and offices are required to post announcements in conspicuous places in relation to the executive order.
Meantime, the mayor reminded the general public to be wary of individuals who will ask them to process any transaction with the city government in exchange for a fee. He urged them to report said persons to the authorities.
