Napulan pushes for probe, accounting of Capitol anti-rabies fund

A legislative investigation and inquiry is underway to ascertain the program implementation of the Iloilo Provincial Government's anti-rabies project.
This, as a full accounting of the vaccines bought with provincial funds will correspondingly made amidst fears of irregularities.
Pushed by First District Board Member Mac Napulan, the investigation will be conducted by the Committee on Health and Sanitation following Tuesday's approval by the 9th Iloilo Sanggunian Panlalawigan (SP).
Focus of the impending probe is at least P1.5 million in initial appropriation alongside the additional P2 million now sought.
The legislative action came after Napulan's privilege speech that raised questions on the legality and regularity of the anti-rabies program.
Titled "Just Asking," Napulan went ahead to call for SP intervention and thorough check as he openly wondered whether provisions in an earlier Memorandum of Understanding (MOU) were heeded or violated.
Question number one, Napulan then asked, was on the matter of P2 million in additional funds sought by Governor Niel Tupas.
"Do we need to appropriate an additional P2M for the Anti-rabies program of the Province of Iloilo?," he asked. Do we need to appropriate additional P2M to pay for the Anti-Rabies vaccines consumed?"
Question number two then followed that touched on whether RNMD clinics, the Capitol's tie-up in the program are losing. Question number three focused on the capability of RNMD nursing staff and question number four whether they alone are the ones capable here.
For Napulan, until the questions raised are satisfactorily answered then that shall be the only time the SP push for the continuance of RNMD services.
