Wrong residence, rabies issue hound guv's choice for PHO
At least one chief of hospital in the Province of Iloilo manifested an official objection on the appointment of Dr. Patricia Grace Trabado, main choice of Governor Niel Tupas as Provincial Health Officer (PHO).
four reasons, the objections were posed by Dr. George Acepcion, Chief of Hospital of the Cabatuan District Hospital currently detailed at the Capitol clinic.
In a two-page letter sent to members of the 9th Iloilo Sanggunian Panlalawigan (SP), Dr. Acepcion made known his objections while addressing the earlier memorandum sent out to various hospitals disclosing Trabado's appointment.
For Dr. Acepcion, his colleague is not the right person for the job primarily "due to perjurious act" supposedly committed by Dr. Trabado.
The documents in question are the Civil Service Forms submitted in November and December last year. Dr. Acepcion pointed out to the SP the varied entries on Dr. Trabado's residency.
"The November 2007document states that she is an Iloilo City Resident but the December 2007 document was already altered and states that she is already a resident of Poblacion, New Lucena, Iloilo," Dr. Acepcion wrote. "Such perjurios act misleads the Honorable Members of the August Body and such act should be properly dealt with sanctions. Compliance to the requirements of the law does not imply somebody has to commit perjury."
This, as Dr. Acepcion added, "If she can falsify her own personal credential for purposes of getting a concurrence much more the voluminous transactions which she is going to face later in this position, preemptously dangerous attitude which is not favorable to the Iloilo Provincial Government."
Second objection was on the rabies eradication program of the Capitol which according to Dr. Acepcion dragged the governor's choice to the fray.
No to her appointment he continued, "Due to her unresolved involvement in the RNMD's Multi-Specialty Clinics which placed the Provincial Government of Iloilo in unfavorable and money-loosing situation."
Yet more objections since according to Dr. Acepcion the vacancy at the PHO was never even duly circulated. What happened then, he said, was that "the Officer in Charge of the Human Resource Management Division failed to circularize the vacancy in the position by publishing it in a small time local tabloid less read by the people so as prevent qualified applicants to apply…"
And finally, Dr. Acepcion pointed out SP Resolution No. 2007-138 that purportedly "already denies concurrence to the appointment…"
"….what Ms. Alma Ravena did was an expression of great ignorance of the law by short-circuiting the process in favor again of Dr. Trabado who was already denied. A new selection process could have been conducted, opening the door to the new qualified applicants that can serve well the province without selfish motives," Dr. Acepcion ended.
