Defensor eyes regulation of Capitol procurement
A Legislative move is underway to take a second-look on the Iloilo Provincial Government's current procurement process.
Initiated by Third District Board Member Arthur Defensor Jr., the request as included in yesterday's special session was explained as necessary for the sake of efficiency.
Defensor Jr. is chairman of the 9th Iloilo Sanggunian Panlalawigan's (SP) Committee on Ways and Means and Committee on Economic Affairs and Investment.
Contained in an SP indorsement dated February 14th, a review was further pushed so as to make existing procurement process "responsive to its needs and relevant to the policy laid down in Republic Act No. 9184 or the Government Procurement Reform Act."
While at it, another move was also called for by Defensor Jr. relative to the revision of Iloilo's Provincial Revenue Code.
"The Committee will undertake the amendment and or/revision of the Provincial Revenue Code of the Province. The latest substantial provincial ordinance was enacted in December 23, 1992 thru Resolution No. 214 Series of 1992, embodying Provincial Tax Ordinance no. 92-001 as amended," the Committee in its endorsement went.
As such, enactment of a new Provincial Investment Code of Iloilo is also needed, Defensor Jr. maintained "in line with vision of being the center for investment, trade and tourism…."
Altogether, the latest SP move is set for the revision of the current Revenue Code, drafting of an Investment Code and review of the procurement process in the Capitol.
