DILG slates Synchronized Barangay Assembly Day on March 29
San Jose, Antique – The Department of Interior and Local government (DILG) has slated the Synchronized Barangay Assembly Day for the first semester of the Calendar Year 2008 on March 29.
Asst. Provincial Director Ma. Salvacion Alian said the activity was pursuant to Proclamation No. 342 declaring the last Saturday of March 2003 and the third Saturday of October 2003 and every year thereafter as Barangay Assembly Day.
Holding the event for years now has institutionalized people's participation in barangay governance that strengthened grassroots democracy. It is also an opportunity for officials to hear and listen to the plight of their constituents and on how to collectively address issues/problems presented.
The suggested activities for the assembly include presentation of Accomplishment and Financial Reports from July to December 2007, discussion on problems, issues and concerns affecting the barangays, report on the organization of the following but not limited to: Sangguniang Barangay various committees, Barangay Development Council, Barangay Peace and Order Committee, Barangay Disaster Coordinating Council, Lupong Tagapamayapa (Lupon) and Barangay Tanods, Alian explained.
The Barangays that have not elected their Barangay Human Rights Action Officers (BHRAOs) are likewise directed to conduct election on said day, pursuant to DILG Memo Circular No. 2006-45 dated May 11, 2006.
The DILG here as part of their preparations for the event has disseminated copies of subject Memorandum Circular to officials concerned and to DILG fieldmen in the 18 municipalities of the province, to include the tasks presented for deliberation during Liga meetings and on-site meetings in different municipalities conducted by Provincial Director Rosario Maza.
All Barangay residents from 15 years old and above even not a registered voter in the barangay but have resided in the locality for six months are enjoined to participate in the Synchronized Barangay Assembly Day, Alian emphasized.
Further the people can also monitor implementation of national programs and delivery of quality services, assess people's real or felt needs in relation to the economy, education and environmental management, as well as mainstreaming the Millennium Development Goals (MDGs) in barangay development plans, Alian added.
