Skywalks pushed despite opposition from city mayor
ROXAS CITY – Department of Public Works and Highways (DPWH) 1st Engineering District will implement the skywalks or overpass projects of Cong. Antonio del Rosario even though they were opposed by City Mayor Vicente Bermejo here.
District Engineer Officer-in-Charge Arturo Cabillos told The News Today that his department has no option but to construct the skywalks as it was mandated to implement national government projects for purposes of growth and development of the nation.
In his letter to City Engineer Ardieli Ambrosio, Cabillos wrote "we will pursue this endeavor and we are not in the position or authority to hold in abeyance the implementation of priority projects on our national roads funded through Countrywide Development Fund of Hon. Antonio del Rosario, 1st Congressional District of Capiz, since national roads are under the department's jurisdiction wherein our office is the line function."
Cabillos added that in order to avoid the impact of further price hike, the application for building permit be facilitated and approved by the City Engineer's Office for smooth and early completion of the said projects.
Earlier, Bermejo has issued the cease and desist order against the three skywalk projects proposed to be constructed in front of Filamer Christian College along Roxas Avenue, front of a mall in San Roque Extension, and front of President Manuel Roxas Memorial School along Arnaldo Boulevard.
Bermejo said that the projects are superfluous and unwarranted because these have been identified and financed without prior consultation with the city engineer and planning officer.
