City to address flood problem in Brgy. Tangub
BACOLOD CITY -- Mayor Evelio Leonardia had recently met with the members of the flood control coordinating action team, spearheaded by Sangguniang Panglungsod (SP) Member Roberto Rojas, to discuss the appeal made by Ramylu Village Homeowners Association in Brgy. Tangub about flood problems in their area.
In the last RP regular session, the Homeowners Association spearheaded by Engineer Vic Gico Jr. submitted their position paper regarding the flood problem in their area. They claimed that all roads and drainages in their community are defective, and impassable during heavy rains especially at Punta Bato, Purok Ramylu making it hazardous to residents especially children wading in the floodwaters. The position letter added, that there are road portions where floodwater reaches more than 12 inches above road ways.
The residents claim that for more than 20 years, they shouldered the maintenance cost of the defective drainage since the city or the barangay could not provide any assistance since these are still considered private roads.
Leonardia said that this matter has been brought out to them in the past but the private owners are reluctant to cooperate. Engineer Gico claimed that the residents had long been abandoned by the village owners for more than 30 years and majority of the existing roads were not donated to the barangay or to the city of Bacolod.
It was also brought out during the meeting that Ramylu Village especially Purok Matahum and Purok Ramylu serves as the catchments area of floodwaters coming from the eastern part; portion of which come from the Alijis area, and that only two (2) existing out-fall-area are the Tangub River (Purok Pag-asa) and the other at Purok Paghidaet (National Highway-GSIS).
The second outfall area (Purok Paghida-et) that serves as the drain line of floodwater coming from Ramylu Village is defective since the waterways of the existing creek are occupied by houses causing the floodwater to slowdown, thus flooding occurs at Purok Bato, Purok Sunflower and Purok Matahum all in Brgy. Tangub.
Ramylu Village Homeowners Association suggested that one possible option to minimize flooding in these area is to provide open canal on both sides of the existing concrete road from Purok Matahum to connect to the 20 meters ROW Ramylu Drive Road and drain the floodwater to Tangub River.
