Bomb threats won't stop LTO from implementing AO 2008-015, says Camiña
Land Transportation Office (LTO) regional director Gerard Camiña confirmed that they received bomb threats relative to their implementation of Administrative Order (AO) 2008-015 prescribing the rules and regulations for the use and operation of motorcycles on highways.
LTO started implementing the AO last Monday, September 1.
Camiña, however, said that the threats would not stop them from implementing AO 2008-015 which he deems as a measure designed for the safety of motorcycle riders.
He merely considered the threat as "hazards of the job."
He explained that some disgruntled groups should not blame his office in imposing AO 2008-015. They have to question the order before the LTO central office. The central office crafted the order and not the regional office of the LTO, Camiña said.
Camiña added that motorists had long been been informed about AO 2008-015. In fact, the rate of compliance is notable. Majority of the motorists complied with the order on the use and operation of motorcycles on highways, he said.
Camiña said during the first day of implementation there were only three violators who were slapped with penalties for violating the order. The operation was conducted in the different districts of the city.
As provided in the AO those caught without helmets would be fined P1,500; motorcycles with excessive passengers and cargo would be fined P1,000. Those with defective accessories would be fined P1,000.
While, motorcycle riders not wearing protective devices would be fined P500 for the first offense, P700 for the second offense and P1,000 plus revocation of drivers license for the third offense. Modified motorcycles not approved by the Department of Trade and Industry would be fined P2,000. Any modification of the original standard design of a motorcycle or scooter shall first be subject to the approval of LTO and the DTI.
The enforcers are instructed to impose lesser penalties to motorists who have multiple violations. The agency is very particular on the use of helmets to protect the driver and rider. The use of helmet will protect both the driver and the rider. The agency is also lenient on the implementation of the number of back riders especially those who transport their children to school provided they wear protective gears, said Camiña.
The use of motorcycle is the convenient way for motorists who do not have cars to transport themselves to work and school. It is also the efficient means of transportation during heavy traffic.
