CPOC wants 'no plate, no travel' policy imposed
The City Peace and Order Council (CPOC) approved on Tuesday a resolution requesting the Sangguniang Panglungsod to pass an ordinance on "no plate, no travel policy" for motorcycles. The passage of the ordinance is deemed to help in the campaign against criminalities.
The request for the passage of the ordinance was raised by Iloilo City Police Office (ICPO) director Sr. Supt. Bartolome Tobias in last Tuesday's CPOC meeting. The same meeting was presided by Vice Mayor Jed Mabilog because Mayor Jerry Treñas had a flu.
Tobias, himself a lawyer, explained the significance of the passage of the ordinance on "no plate, no travel" policy on the PNP's drive against criminality. It "could be of help" to the police in the anti-criminality drive. The ordinance will provide the police an authority to implement rules and regulations for the use of and operation of motorcycles.
The CPOC's resolution will be forwarded to the legislative body for their action. It was not immediately known on who among the 14 councilors will sponsor the proposed "no plate, no travel" ordinance.
In two of the recorded murder cases here, namely, the killing of Iloilo Provincial Fire Marshal Supt. Casiano del Castillo and Eddie Pedrajas, the suspects were all riding on motorcycles when they shot dead the victims.
Meanwhile, Tobias said the Land Transportation Office (LTO) did not deputize the police in imposing Administrative Order 2008-015 which prescribes the rules and regulations for the use and operation of motorcycles on highways.
As provided in the AO those caught without helmets would be fined P1,500; motorcycles with excessive passengers and cargo would be fined P1,000. Those with defective accessories would be fined P1,000.
While, motorcycle riders not wearing protective devices would be fined P500 for the first offense, P700 for the second offense and P1,000 plus revocation of drivers license for the third offense. Modified motorcycles not approved by the Department of Trade and Industry would be fined P2,000. Any modification of the original standard design of a motorcycle or scooter shall first be subject to the approval of LTO and the DTI.
In the recent apprehension report, the LTO has apprehended 84 individuals without helmets, three for violating the no plate policy, two for using improvised helmet and two others for having expired OR/CR.
