Tupas slaps SP with twin veto orders
It is practically back toground zero for the Iloilo ProvincialGovernment beset with Executive and Legislative differences on the crucialissue relative to its operational budget.
Governor Niel Tupas Sr. delivered double punches withtwo veto orders on Appropriation Ordinance No. 2008-03 and AppropriationOrdinance No. 2008-04.
Officially received by the Sanggunian Panlalawigan(SP) yesterday afternoon, the governor explained his latest move.
"I am compelled to exercise my VETO power once againwith respect to Appropriation Ordinance No. 2008-04 series of 2008 grantingauthority to the Vice Governor, Hon. Rolex Suplico, to augment specificsavings from the MOOE under the office of the Sanggunian Panlalawigan toother accounts of the same class of expenditures in the re-enacted CY 2007annual budget on the ground that is ultra vires and prejudicial to publicwelfare," the governor in his Veto letter began.
Further still, Tupas said the Ordinance in question asenacted was "superfluous and unnecessary."
Similar contention in another veto of AppropriationOrdinance No. 2008-03 on the basis that such according to the governor wasagain, "ultra vires and prejudicial to the public welfare."
To recall, the budget issue has since deepened therift between the Executive and Legislative departments of the IloiloProvincial Government.
It is expected that with the twin vetoes will come thetwin overrides of the SP body.
