'Rescue' operations
I've been told lately that a signature campaign is launched in support of the beleaguered police generals, a.k.a. Euro generals.
Who are the proponents of this campaign? Will the police force of Western Visayas join in the 'rescue operations'?
The controversy involving the Philippine National Police delegation to the 77th Interpol General Assembly in Russia poses a serious setback to the PNP Integrated Transformation Program (ITP). It draws negative perceptions for the entire police force. It pushes down the drain the credibility of Mamang Pulis and Aling Pulis who do "serbisyong tama at malinis". It spoils their good image...!
At the onset, the 'rescue operations' will do more harm than save faces. While the police force are encouraged to unite for certain actions or causes, they have to think twice, or better yet seventy times seven times, before making a collective move on this present predicament.
The people want to see reforms in the country's police force. In fact, there are already clear manifestations of these changes. Hence, it is my contention that the PNP's stance in the present controversy will make or unmake the ITP.
The signature campaign is an effort to come up with a decisive position on the issue. Should the campaign, however, calls to exonerate the delegates, or any of them, from charges involving the P6.9 million 'contingency' fund, I bet such effort will only severe the ties of police and the community.
But, should it demand truth and transparency of the proceedings, then it is commendable. As much as the public deserve the whole truth of the issue, so do every Mamang Pulis and Aling Pulis, the 'lowest mammals' in the organization.
The PNP ITP demands the cooperation and commitment of all police personnel in all level of PNP echelon. Regardless of ranks and positions, police personnel must be held accountable for defying the mandates of ITP. Thus, the Euro generals and those are involved in the controversy by virtue of chain of command must face the consequence. Let there be no whitewash and cover-up. Let truth and justice prevail. Should they be found guilty, let them go for retraining or slap with suspension. Demotion. Dismissal.
There is no room for the 'bad eggs' in the organization which its members hold so dearly.
