Elena Gumabong, accepted the recognition during the awarding rites held at the Iloilo Grand Hotel in Iloilo City last October 29.
The award was given by the Department of Social Welfare and Development through its Regional Sub-Committee for the Welfare of Children (RSCWC) Region VI.
The award comes with a P50,000 prize which will be delivered to Bacolod Mayor Evelio Leonardia by the Council for the Welfare of Children on November 4.
