Cesar 'Toto' Cobrador is an epitome of a person who attained success through sheer hard work, determination, and courage. His success story should serve as inspiration to fellow Capiceños that poverty, and inequity that comes with it, should not be a hindrance to a person's triumph in life. "Toto" attributes the hardship, trials, and discrimination that he has undergone as major factors that contributed to what he has now achieved.
Toto Cesar is now president and chairman of the board of Grandeur Security and Services Corporation, one of the country's largest and finest company in terms of security services. He also holds position with various companies: president/vice chairman, Unified Trading and Industrial Services, Inc.; director/treasurer, All Around Services and Merchandising Corp.; president/director for training, Unified Security and Training Academy; vice chairman/director , Unibond Credit Corp.; director, Rainbow Insurance and Brokerage Corp.; director, Unified Medical Clinic; consultant, Chancellor Security and Services Corp. and Audacious Security and Services Corp.

But it didn't come easy for Toto Cesar. Born in Dao, Capiz, Toto's father, Filomeno Cobrador, was a driver and his mother, Candelaria Amancio, was a plain housewife. He has nine siblings composing of 6 brothers and 3 sisters. To help meet their family needs, Toto was a farm laborer, palay hauler, shoe shine boy, market peddler, bus conductor, factory worker, janitor. Amid these odd jobs, Toto struggled to finish his studies, graduating elementary at age 15, high school at 21. To finish college, he was a working student, a bank security guard/armored car driver and later a clerk during the day, while attending school at night. In 1966, at age 27, Toto earned his Bachelor of Science in Commerce degree from Feati University.

But he always looks back to his roots, hiring people from his hometown, and helping his barangay, Malonoy, by building infrastructures such as a chapel and cemetery, waiting sheds, public comfort room, covered court, and service roads. He is also active in his hometown Dao sponsoring nine fiestas as hermano mayor, a major donor to Dao Senior Citizen Organization, Daonhon less fortunate children, Dao Parish Church, and typhoon victims. He also helped his siblings and they are now settled in Canada, Texas, and Manila. A brother, Paterno, served as vice mayor in Dao.

Toto Cesar's feat is indeed laudable, much more admirable is his pure heart, sharing his blessings to others. Toto is married to Ma. Luisa del Rosario Razalo and they are blessed with three daughters: Marie Licelle, a lawyer who graduated from Ateneo; Marie Cristine, HRIM graduate from La Salle; and Marie Claudine, presently a college student at La Salle.
