NGC still powerless
BACOLOD CITY -- City Administrator Rogelio Balo is very optimistic that Central Negros Electric Cooperative (Ceneco) will provide power connection to the New Government Center (NGC) the soonest time possible as the scheduled transfer of offices to the new edifice tomorrow was moved to December 23.
"The city should wait for the power connection since it's very expensive if they will rely on the generator set of the new edifice," Balo stressed.
Ceneco president Vicente Sabornay earlier said Ceneco will provide power to the government center if the city complies with all the requirements and pay its 2008 account from July to November amounting to more than P10 million.
"The city should submit the title of the property, approval of the Office of the Building Official and other requirements," he added.
But Balo clarified that based on the records of the Accounting Department, the city has paid its bill with Ceneco from January up to August 2008.
He said the payment of their account with Ceneco for September is ready for release, while their billing for October is still being processed.
Meanwhile, Mayor Evelio Leonardia officially announced early last week the resetting of the transfer of various offices under the Bacolod City government to the NGCr on December 23, 2008.
This is to ensure that all offices are complete and ready for business.
Leonardia already met with all division and department heads to discuss the details of the impending transfer to the NGC which is about 80 percent furnished.
"The city government's objective is to transfer most of the offices this month but those in charge of permits and licenses will not be transferred until their operations are settled, Leonardia added.
The transfer to the NGC would entail a certain amount of change in attitude, values and discipline among all employees in order to maintain the cleanliness and dignity of the new facility.
The Human Resource Management Office is now preparing the Code of Ethics that will set the guidelines for employee behavior at the NGC.
