Bacolod implements 'no segregation, no collection' policy
BACOLOD CITY -- In compliance with the Ecological Solid Waste Management Act or R.A. 9003, the city government of Bacolod will strictly enforce the “no segregation, no collection” policy starting today.
Mayor Evelio Leonardia said everything is set after an intensive information and education campaign which started in January this year.
“We have simultaneous meetings with the barangays and various sectors to ensure compliance with law,” Leonardia said.
Garbage is not only a concern of the city but everybody’s concern especially the households and business establishments, he added.
Bacolod's 61 barangays have been clustered with assigned street cleaners and garbage collectors including a dumptruck.
“With the barangays as the frontliner or the major player, the barangay has now the direct say over the garbage collectors and street cleaners assigned in their area,” Leonardia added.
For example, the mayor explained, the barangays now has the hand to sign the daily time record of the DPS employees to make sure that they are doing their functions.
As part of the procedure, the city will only collect residual and special wastes (toxic waste) on Tuesdays, Thursdays and Saturdays.
The barangays, on the other hand, will collect the biodegradable waste during Mondays, Wednesdays and Fridays. Sundays is also the schedule for the barangays to collect recyclable materials.
Meanwhile, yesterday afternoon the city had the blessing of 17 second hand dumptrucks specifically to augment in garbage collection.
“It is very timely also because after the blessing, the said dumptrucks will perform their respective functions,” Leonardia added.
He is also amenable that the city and even the barangay cannot perfect the system in the first day but he is optimistic that in the long run Bacolod would be known as a city with well-managed waste.
