2nd Liga congress in Bacolod successful
ROXAS CITY – The 2nd Provincial Liga ng Mga Barangay congress held in Bacolod City on April 20 – 22 was successful.
Provincial Liga President Clemente “Budong” Castro-Firmalino said that 307 village chiefs from both 1st and 2nd district of Capiz including Roxas City were among the participants.
Of the 307 barangay captains, 23 from Roxas City; 24, Panay; 3, Pontevedra; 20, President Roxas; 28, Maayon; 15, Ivisan; 13, Panitan; 20, Dao; 18, Sigma; 20, Cuartero; 19, Dumarao; 26, Mambusao; 18, Jamindan; and 42, Tapaz.
He said that the village chiefs learned during the congress the following: Latest issuances on Barangay governance lectured by Atty. Ferdinand Panes, legal officer of the Department of Interior and Local Government (DILG) Region 6; latest laws relative to Barangay Justice System by Victoria Diaz of Department of Justice (DOJ) Region 6 and environmental management by Immaculate Juntarciego of DILG Region 6.
Roxas City Liga ng Mga Barangay President Wilson Acervo also said that she shared the same observation with Firmalino saying that some barangay captains were not able to attend the congress for lack of funds.
Earlier, the Liga congress was the center of media criticism for having it at the expense of the people’s money.
However, the Liga ng mga Barangay refuted that the study tour or Liga congress is mandated by law which should be conducted by the local officials every year for good governance and for the interest of their constituents.
Acervo said that raffle draw were among the activities during the Liga congress held at the Garden Royale, Bacolod City.
Guests during the Liga congress were: Mayor Evelio Leonardia of Bacolod City, Vice Mayor Jude Thaddeus Sayson of Bacolod City, BM George Gitano, Liga President of Negros Occidental, Vice Gov. Felipe Barredo of Capiz, Board Member Estevan Contreras representing Gov. Victor Tanco, Sr. of Capiz, Mayor Roger Flores of Cuartero, Mayor Leslie Warren Benjamin of Dumarao and Mayor Felipe Yap of Ivisan.
The Liga ng Mga Barangay had visited the Office of the Vice Governor of Negros Occidental and Provincial Director of DILG in a courtesy call.
