SP okays P1-M budget for Brgy. Felisa
BACOLOD CITY -- Sangguniang Panglungsod Member Greg Gasataya recently endorsed an Ordinance setting aside the amount of 1 million pesos annually for the host barangay of the City Waste Disposal Facility.
Gasataya cited the duty of the Local Government Unit to effectively deliver basic services to barangays under its jurisdiction as provided in Section 448 of R.A 7160 or the Local Government Code of l991 that, "the City, consisting of more urbanized and developed barangays, serves as a general purpose government for the coordination and delivery of basic services and effective governance of the inhabitants within its territorial jurisdiction."
Gasataya said that the solid waste management is among the priority concern of every government unit and hence it is appropriate to provide funds for the host barangay.
The present waste disposal facility of the city, located at Barangay Felisa, is undergoing safe closure and rehabilitation program.
He emphasized that there is a need to ensure the safety and well being of the inhabitants of the host barangay as to health, environment and livelihood concerns.
The ordinance stated "that the amount of at least One Million Pesos (P1,000,000) annually shall be provided to the host barangay of the City's solid waste disposal facility upon approval of this Ordinance. Provided, this shall be subject to upward adjustment every two (2) years after its implementation to be determined by the Sangguniang Panglungsod. This is without prejudice to the other financial assistance the City will provide to the barangay as host of the City's solid waste disposal facility."
