SWMB pushes construction of sanitary landfill
BACOLOD CITY -- Bacolod City’s Solid Waste Management Board (SWMB) will recommend to the Sangguniang Panlungsod the passage of a resolution for the construction of a sanitary landfill in view of the scheduled closure and rehabilitation of the Felisa dumpsite on June 30.
The SWM Board made the recommendation during their regular meeting held yesterday at the MassKara Hall of the New Government Center.
The Board also evaluated the adherence of the various barangays on the no segregation, no collection policy of the City Government.
Mayor Evelio Leonardia, during the meeting, told the group that he had met earlier with the Global Legal Action Against Climate Change and that its founding member, Antonio Oposa, Jr., will be coming to the city on Tuesday to meet with the 61 barangay leaders to discuss their efforts on solid waste management.
Leonardia also lauded the efforts of the members of the Board who were instrumental in the implementation of the no segregation, no collection policy. The mayor maintained that while there are still some areas that are not fully compliant with the policy, majority of the barangays are already strictly implementing the policy in their respective areas.
The Board, through its Solid Waste Management Technical Coordinating Committee, suggested the adaptation of a Design and Build scheme in the construction of the landfill. The Board stressed that under the Government Procurement Policy Board, the Design and Build scheme could be applied for priority and fast-track projects that need to be completed on a tight completion schedule.
The Board also passed a resolution recommending to the City Government the hiring of consultants who are experienced in the field of architecture, engineering and construction of a landfill facility. The consultants will assist the Solid Waste Management Technical Committee in the preparation of the conceptual design and performance specifications and parameters, review of detailed engineering designs and supervision of the project.
