Insanity
(Last of two parts)
Pulling everyone to earn a degree in Criminology - and eventually get a license in the field – is not a sound solution to the vacuum in the PNP rank profile. I put emphasis on the need for personnel to fill in the line officer positions.
The contention is premised on the indubitable fact that the PNP is an organization of “professional, dynamic, and highly motivated” persons. The PNP is a home of government workers (yes, public servants) whose qualifications are varied and responsive to the needs for keeping the peace and order. It is not a home for criminologists alone.
It has been a cliché, and a blatant misconception, that the PNP is primarily for graduates of Criminology. The idea is delimiting the broad field of the course. It is constraining the ‘science of Criminology’.
The fact is that the PNP, since the start of its history… evolution, is composed of individual from a wide range of educational backgrounds. Since its beginning, there was an education, commerce, Bachelor of Arts graduate who worked for the maintenance of peace and order… as police officer.
The message is not difficult to deduce: - the PNP is for one whose passion is ‘service for peace and order’.
So, WHY is lateral entry discriminating?
Why give police non-commissioned personnel an irrational motivation to spend money, time and efforts for a second course - Criminology - as their ticket for acquiring a police commissioned officer status?
Line officer positions demand primarily (merely) management and leadership skills - qualifications that countless of non-criminologists police personnel do have. But, non-criminologist police personnel are not accommodated in the Later Entry Program. It is so because they are considered the ‘lowest mammals’ in the organization.
This is obviously illogical. Impractical. Discriminatory.
But, this is the law! The law - that the need for its amendment - is long overdue.
And, this is one duty that the National Police Commission must give attention to. ASAP!
The PNP has a problem. Provide sane solution.
