Getting to know Bacolod’s top cop
Police Senior Superintendent Celestino Baron Guara Jr. is the new Officer-In-Charge of the Bacolod City Police Office (BCPO) who assumed office on August 11, 2009 based on General Order Number 581 from Police Regional Office 6.
Guara was born on April 2, 1959 in San Jose, Sipalay City, Negros Occidental and is happily married to Mrs. Susan Guara who works as a Cashier of the Land Transportation Office (LTO) in this city and they are blessed with four children Maria Celeste, John Celsu, Maria Catherine and Jose Carlos.
He finished his college education at the University of Negros Occidental -Recoletos (1981) with a degree on Bachelor of Science in Criminology. He took up his Master’s in Local Governance (MLG) at the Iloilo State College of Fisheries (2003) and a graduate of Bachelor of Science in Public Safety (1984) at the Philippine National Police Academy (PNPA).
Prior to his assignment to BCPO he was previously assigned as the head of the Regional Headquarters Support Group (RHSG) at Camp Martin Delgado in Iloilo City; Group Director of the 612th Provincial Mobile Group in the province of Negros Occidental; Negros Occidental Police Provincial Office (NOPPO) and Chief’s of Police of the following Police Stations: Silay; Cadiz; San Carlos; Talisay, Binalbagan; Himamaylan and Ilog.
Guara is not new to Bacolod because he was assigned at Bacolod City Police Station when he was still a Police Lieutenant (January 1989 – February 1990) and as a Police Chief Inspector (April 1991 – March 1992).
Guara’s thrust as the new Officer-In-Charge is the revival of the Central Investigation Unit (CIU) in line with the directives from Camp Crame to highly-urbanized and city police offices nationwide to have an Investigation and detective Management System to efficiently provide the detective management needs of the PNP for the community.
