Businesswoman cries foul over Capitol bidding
An Iloilo City-based businesswoman cried foul over what she believed was one delaying tactic in the Capitol.
Intentional or not, Darlyn Lapatha of RJR Enterprises wants answers particularly since the delay caused the company’s exclusion in a Capitol bidding. As such, a letter was sent to Governor Niel Tupas Sr. stating the circumstances of the delay. While at it, Lapatha sought for immediate action calling what happened to her a “serious violation.”
Lapatha in her letter named two Capitol officials who allegedly refused to release documents needed as pre-bid requirements. RJR Enterprises upon seeing the invite in the web of Iloilo Capitol’s planned purchase of medical supplies intended to join the bid.
Invitations To Bid (ITB) were requested on four transactions valued about P3.5 million yet to no avail. Or at least, in the opportune time.
Turned out RJR Enterprises sent its official representative to get the ITBs last September 8, 2009 “from 11 a.m. to 2 p.m…”
“She was never given such ITB until 5 p.m.. Needless to say, we were not able to participate in the bidding of the above items last 09 September 2009. I hope that you can act on this matter as soon as possible and not that this will not be repeated again,” Lapatha in her letter to Tupas said.
Copies of the letter were sent to the legal counsel of RJR Enterprises, Vice Governor Rolex Suplico and Capitol lawyer, Salvador Cabaluna, chair of the Bids and Awards Committee.
