The Philippine National Police is getting more aggressive in pushing its program for the genuine transformation of the country’s police force.
After it has completed the Transformation Torch Relay Run in September last year, the PNP launched the Transformation Caravan to drumbeat for the second time the Integrated Transformation Program.
The PNP-ITP is considered as the road map for long-term and lasting reform in the organization. It aims “to resolve organizational dysfunctions and improve the quality of police services; strengthen law enforcement capabilities, and; enhance the welfare and benefits of our personnel and dependents.”
The Transformation Torch Relay Run failed to achieve the desired level of awareness and familiarity of the public with the program. A nationwide survey jointly sponsored by the PNP and Asia-Pacific Centere for Research, Inc. (ACRE, Inc.) could attest to this claim.
This fact gives the PNP enough reason to offer another blow its advocacy and information campaign with the hope of increasing the level of awareness of the public on the ongoing transformation program. This intention resulted to the conceptualization of this Transformation Caravan.
The caravan kicked off in November 2008 in National Capital Region Police Office and since has traveled to all Regional Police Offices in Luzon . It was in Bicol region before it reached Western Visayas on Wednesday for its 10th leg.
The PNP ITP has a remainder of five years. Within this period, it is hoped that the only police force of the country will evolve into a more capable, reliable and credible institution.
The five-year window is too short a leeway for a desired result. The PNP is taking a quantum leap and this endeavor is almost a wishful thinking.
In the past few years, the PNP topped in surveys of most corrupt agencies of the government. It may still be in the top list should another survey is held today. But, corruption is not only the cause of loss of trust and confidence by the public to the police. Its inefficiency and lack of capability to render police assistance and discharge law enforcement functions drag the reputation of the police force down the drain.
Despite this gargantuan challenge, the PNP is set to rise from the rubbles. It is determined to win the public back to its side towards a crime-free Philippines.
With this Transformation Caravan, the PNP is confident to reach all corners of the archipelago with its call for genuine transformation.
As said, it is a call… and it desperately needs an answer. Will you?
