DPWH lawyer justifies damage on newly concreted road
ROXAS CITY – Department of Public Works and Highways (DPWH) regional office law department said that there is nothing wrong with the re-blocking or repair of the newly concreted road since the private contractor shouldered all of its expenses.
Lawyer Maria Grace Lim said during the question hour of the Sangguniang Panlalawigan (SP) last Friday that the said re-blocking of newly concreted road in Dumarao, which suffered defect within one year from its completion, was guaranteed by the contractor.
Lim was invited by the SP to shed light on the request of Board Member Rommel Lastimoso regarding the newly concreted road in Dumarao to Passi which is already full of damage.
According to her, the said concreting of road has passed the quality control prescribed by the DPWH. However, the lawyer said that the road project was affected with vibrations within 24 hours especially when it was made during the rainy season.
Lim also said that the regional office is only tasked to monitor the road projects and does not have knowledge whether or not the projects were done by administration.
Board Members Ricky Martin and Fritz Cruz Am shared with the same complaint and suggested that the said projects should undergo a boring test, however, Lim assured that the subject road passed the quality control.
Martin and Cruz Am asked the lawyer to bring to the attention of 2nd District Engineer Nilo Gabia, who always failed to come when invited by the SP members, the said problem.
They also asked Lim to let Gabia furnish the SP the program of work of all projects under taken by the 2nd district which was promised by the latter when he was guest in SP’s question hour several months ago.
Earlier, Gabia told The News Today (TNT) that he cannot furnish documents to the SP without the clearance of DPWH central office because he might be held administratively.
