Calima, ex-NOPPO chief, now a general
BACOLOD CITY — President Gloria Macapagal Arroyo has promoted to the rank of General former Negros Occidental Provincial Police Director (NOPPO) and former Dean of the College of Arts and Sciences of West Negros University Police Chief Supt. Charles T. Calima, Jr. and several others.
Calima received the PNP Outstanding Achievement Medal from no less than the nation’s highest government official, President Arroyo during the 19th PNP Anniversary Celebration at Camp Crame, Quezon City on January 29, 2010.
Five days after, on February 3, 2010, the President signed his promotion to Police Chief Superintendent or the equivalent rank of a Brigadier General in the military.
Calima is a member of the Philippine Military Academy “Dimalupig” Class of 1981, the PMA class which counts among its members the Officer-in-Charge of the PNP Internal Affairs Service Police Chief Superintendent Ifor I. Magbanua, the former City Director of Bacolod City Police Office; Police Chief Superintendent Mario A. Avenido, and the former Provincial Director of Negros Occidental Police Provincial Office and Police Senior Superintendent Mark Edison B. Belarma.
Avenido, Calima and ten other members of the class are the latest Dimalupigs to be promoted to general. This brings to 20 the number of PNP generals in the class which has 38 members in the PNP active service.
The newly promoted Calima holds a doctoral degree in Public Administration and he expects to get his second doctoral degree in Education next month.
He was the successor of Belarma as Provincial Director of NOPPO and stayed on the post from February 2005 to October 2006.
During his stint, NOPPO was adjudged as the 2nd Best Provincial Police out of the 79 police provincial offices nationwide.
He is presently the Director of the Training Service, the PNP’s in-service training management facility tasked to conduct training courses geared towards skills development, intellectual advancement and moral transformation of PNP personnel vital to the pursuit of a respectable and responsive police service.
The Training Service operates various training schools located inside Camp Crame in Quezon City, Clarkfield in Pampanga, Subic in Zambales and in the 17 Police Regional Offices all over the country.
Calima’s promotion to police general is recognition by the PNP national leadership of the outstanding role he played as prime mover in transforming and strengthening the PNP Training Service to make it comparable to other world-class police training schools.
“My stint as a former dean of West Negros University and my doctoral course in Education, major in Educational Management, helped me a lot in exuding excellence in the performance of my job as Training Service Director. I wish to thank Dr. Suzette Agustin, the President of West Negros University, for giving me the chance to serve in a middle management position in the academe. If not for the break she gave, I would not have been exposed to educational management and would not have been designated as Director,” Calima said.
“This promotion and the award I received from President Arroyo would inspire me to continue doing my best to provide the best training for our policemen,” Calima added. (CC)
