Concepcion PNP chief faces relief due to poor performance
Of the 568 total crime volume in Concepcion town, Iloilo in 2009, only three cases were solved.
This came up after the evaluation of the Iloilo Police Provincial Office (IPPO) on the performance of Concepcion Police Station chief Senior Insp. Alejandro Apostol.
The evaluation was initiated following the death of Brgy. Kagawad Arsenio Flaviano, who also acted as political leader of Concepcion mayoralty candidate Milliard Villanueva and 5th district Congressman Niel “Jun-Jun” Tupas, Jr., Saturday evening.
“Under his leadership, the crime solution efficiency is a measly .58%. Wala gani 1% ang iya performance in solving crimes,” IPPO director Senior Supt. Renato Gumban said.
“So, given the choice, would you allow him to stay at his post?” he quipped.
Gumban said that such kind of performance only showed that Apostol is weak on investigation.
“One more thing, there was an attempt on Kagawad Flaviano’s life last December 9 but he apparently did nothing about it,” the IPPO chief added.
The first assassination try on Flaviano injured his wife but claimed the life of a bystander.
Reports said that no charges were filed against the suspects.
It was gathered Apostol was part of the 23 policemen – 11 of whom are town chiefs of police – who were recommended to be relieved from post for various reasons.
But Gumban debunked insinuations that he wanted Apostol out of Concepcion because of the request of Tupas.
Instead, he claimed that Apostol was recommended for relief Monday afternoon while he only received Tupas’ letter of request at around 11:00 in the morning of yesterday.
To note, Apostol’s quandary stemmed from the killing of the 47-year old at Brgy. Lo-ong, Concepcion.
Flaviano was riding on a motorcycle with his nephew, Gerald, and daughter, Geraldine when the incident happened.
They came from the birthday of Atty. Ariel Manipula, vice mayoralty candidate of Concepcion town.
According to Zenny, they were traversing Brgy. Lo-ong when two-motorcycle riding men passed through them.
Zenny narrated that after her father and the driven fell down, the suspects further shot the already wounded Arsenio.
The driver sought cover then scampered to safety.
The gunman poked a gun at Flaviano’s daughter but spared her, nonetheless.
Aside from politics, investigators are also looking into the motive of retaliation, as Flaviano had a pending homicide charge.
Meanwhile, Senior Insp. Apostol in an interview with Aksyon Radyo Iloilo said they failed to solve Flaviano’s case during the first attempt on his life since the family did not cooperate with them.
Flaviano said the family did not even bother to have the incident last December 9 blottered at the police station.
