Transfer of fund causes delay in P40 M flood control project – Asis
ROXAS CITY – Regional Director Rolando Asis of Department of Public Works and Highways (DPWH) said that the transfer of funds from national government to the concerned agency caused the delayed of implementation of P40 million flood control projects.
Asis, in a radio interview, said that the implementation of P30 million drainage system will be implemented in June this year.
Asis, a native of Sigma, Capiz, said that the delay in the transfer of funds could also be attributed to the resignation of DBM Sec. Rolando Andaya to run for congressman in his district in Luzon while DPWH Sec. Hermogenes Ebdane retired several months ago.
On December 7 last year, Arroyo, in her presidential visit, graced the ground breaking of a P40 million flood control project in Banica and some parts of the city which aims to solve the flood problem especially during the rainy season.
However, until now the flood control project is not yet implemented causing rumors that the said project has no more chance to be implemented.
Earlier, City Mayor Vicente Bermejo thanked the president for giving the said funds to solve the frequent flood problems in the city.
Bermejo said that of the P40 million worth of projects, an initial of P10 million was released to jump-start the project.
According to him, President Arroyo will no longer be president next year “and she is like going out from the house leaving her legacy projects.”
During the ground breaking ceremony, Arroyo was assisted by Asis and other city officials in planting the time capsule for the flood control project.
Asis said that the duration of the project is 210 calendar days which will be implemented by the DPWH regional office.
The ground breaking ceremony covered the construction of drainage system particularly at Sunshine Village Road-Capiz East Road (Banica section) to Gov. Atila Balgos Avenue.
