4th Ombud case filed vs. Bermejo
ROXAS CITY – Another case, this time for malversation of public property and violation of Anti-Graft And Corrupt Practices Act was filed by Mayor Angel Alan Celino against his predecessor Vicente Bermejo before the Office of the Ombudsman–Visayas.
Celino included City Social Welfare Development Officer Cynthia Besana as co-respondent of the case which stemmed from Bermejo’s withdrawal of eight sacks from the National Food Authority which he brought to his residence in Baybay on Aug. 14, 2008 without the accompanying requisition and issue slip.
In his four-page complaint, Celino said the respondents, being public officers, conspired with each other, adding that Bermejo persuaded and induced Basana to take and deliver the eight sacks of NFA rice to his residence.
Besana being chief of CSWDO of Roxas City has the custody and control of the rice, the mayor said.
He said the eight sacks of rice were loaded in the Mitsubishi L-300 van owned by the city government, and delivered to Bermejo’s residence by a certain Joel Bermejo, driver of CSDW, upon Besana’s instruction.
Earlier, Celino filed a cased against Bermejo for the alleged highly anomalous transaction in the purchase of three government vehicles – an Isuzu Manlift truck and two Mitsubishi Wagons.
Another case involved Bermejo’s alleged failure to act on the complaint of a city resident against the illegal occupants in his property.
Before that, Celino also filed a case against Bermejo and three other officials for taking the hot lumber seized by City Hall, for their personal use.*
