‘IHWA-Capitol agreement for best interest of workers’
Gov. Arthur Defensor Sr. said the compromise agreement between the representatives of the previous Board of Directors of the Iloilo Health Workers Association (IHWA) Inc. and Iloilo Provincial Government for the payment of the former’s hazard pay and other benefits is for the best interest of the health workers.
“I think all of us have come to realize that it is for the best interest of our health workers that we should sign this compromise agreement,” Defensor said.
The governor disclosed the resolution to the long -standing conflict between IHWA and the provincial government on Friday.
The compromise agreement dated Dec. 16, 2010 was signed by Dr. Flordelyn Amon, vice president for hospital services/director, and Atty. Edwin Catacutan, assisting legal counsel, representing IHWA Inc. and Defensor, for the provincial government.
The signing of the compromise agreement means the health workers will get their hazard pay, subsistence allowance, and laundry allowance retroactive to January of this year.
Salient points of the compromise agreement reads include the following:
1. That the herein parties mutually agree not to appeal the Decision dated May 24, 2010, in the above-entitled case, or they hereby waive their right to appeal the said Decision. Thus, the Decision dated May 24, 2010 is now deemed final and executory for all parties concerned;
2. The parties agree that the appropriated amounts for the hazard pay, subsistence and laundry allowance stated in Appropriation Ordinance No. 2010-01, Series of 2010, of the Sangguniang Panlalawigan of Iloilo shall be released upon the approval of this Compromise Agreement by this Honorable Court.”
The signed compromise agreement was immediately submitted to Regional Trial Court for approval Friday morning.
Defensor had earlier said close to P50 million has been allocated in the 2010 budget for the claims of the health workers.*
