Baciwa considers SP proposal on water recycling
BACOLOD CITY -- Bacolod City Water District (Baciwa) General Manager Atty. Juliana Carbon is considering the proposal of the Sangguniang Panglungsod to exempt from water rate increase every household utilizing 10 cubic meters every billing.
This reaction was made by Atty. Carbon after the Bacolod City Council passed last week a resolution urging Baciwa to exempt from any rate increase households utilizing less than ten (10) cubic meters in order to encourage water conservation.
Atty. Carbon said that for almost 20 years, Baciwa implemented water conservation program which lead to the reduction of water rate.
On the other hand, Atty. Carbon explained that the city's proposal for implementing program on water recycling method is under study but she had an apprehension that this program requires a lot of investment and it is too expensive.
"I have a feeling that instead of lowering the rate, this recycling method will turn into an expensive rate and this requires a further study," Carbon added.
As to the proposal of Sangguniang Panglungsod to reduce on unaccounted or unbilled water, Carbon confirmed that this unbilled water or water losses are not passed on to the consumers to increase water rate.
Atty, Carbon said that despite this various proposal by the Bacolod City Government, the water rate increase will be imposed as scheduled because of the growing demands that Baciwa management is mandated to comply.
"For almost three years, Baciwa did not impose any water rate hike and it is now time to adjust to meet our demands," Carbon explained. Baciwa is scheduled to meet with the consumers on June 9, 2009 to shed light on this matter regarding the proposed water rate hike.
