City forms Anti-Red Tape task force
BACOLOD CITY -- Mayor Evelio Leonardia recently established and designated a core team that will see to it the implementation of the Anti-Red Tape Act (ARTA) in the City Government of Bacolod.
The move aims to promote transparency in government with regard to the manner of transacting with the public by requiring each agency to simplify frontline service procedures.
The creation of ARTA core team by the Local Chief Executive is in compliance with Republic Act 9485, otherwise known as "An Act to Improve Efficiency in the Delivery of Government Service to the Public by Reducing Bureaucratic Red Tape, Preventing Graft and Corruption and Providing Penalties Thereof" or the Anti-Red Tape Act (ARTA) of 2007.
Leonardia believes that there is a need to form a core team to make the lead in ensuring the effective implementation of ARTA in the City Government of Bacolod.
The core team for the ARTA implementation comprises the Local Chief Executive or his duly authorized representative as Chairperson and the Vice Mayor or his duly authorized representative as Vice Chairperson and the members involved are the following: City Administrator, Human Resource Officer, City Planning and Development Officer, DILG Director, NGC Building Administrator, Public Information Officer, Bacolod City Government Executive Association Officers, City Tourism Officer, Management Information Technology Computer System Head and the Public Order and Safety Officer.
Leonardia said the task and function of the ARTA core team is to assess and streamline the frontline services, to carry the information campaign on Anti-Red Tape Act, to undertake training or capability building of personnel in the implementation of ARTA, enhancement of the first edition of the Citizen's Charter, launching activities for the enhanced citizen's charter, publication in billboards of the citizens charter and the putting up of a technology based support system to expeditiously address clients' complaints and request for assistance.
He further explained that the monetary requirements for its activities and outputs shall come from the office of the City Mayor and shall be augmented by whatever available funds from the departments concerned. The funding can also be sourced out through the Civil Service Commission by submitting proposed programs and projects with budget estimates.
