Lack of personnel, absence of discipline: Team Siyasat
The team of Supt. Milko Lirazan who heads the Police Regional Office 6 Oplan Siyasat noted lack of personnel in various police stations and the absence of discipline among policemen during their series of late night spot inspections in Iloilo City last week.
In Arevalo Police Station, while there were only four police personnel, including chief Senior Insp. Eliezer Baclagon, the station was apparently ready.
All four were awake and wearing proper uniform.
The team also inspected the station’s patrol cars to see if these were in good running condition.
From Arevalo, the team proceeded to Molo Police Station where only a handful of personnel were also present.
Some of its personnel were out conducting checkpoints.
At the Calumpang Community Police Assistance Center, the team found
a sleeping policeman, Police Officer 3 Magno Palomar, who claimed to be catching up on sleep because he just came from the hospital to look after his mother.
At the Mandurriao Police Station, six police non-commissioned officer and a commissioned officer were caught not wearing proper uniform.
Lirazan said aside from lack of personnel and the absence of discipline of some policemen as two of the notable concerns, there were also few stations conducting checkpoints.
Chief Supt. Samuel Pagdilao Jr., police regional director, had earlier said
the PRO6 will conduct the regular inspection of police stations together with the Regional Internal Affairs Service.
Oplan Siyasat is a regular periodic inspection of personnel to check whether or not they are performing according to established police standards.
Also subject of regular inspection is the physical well-being of the police stations.
The inspection is also an attempt for the Philippine National Police to touch base with policemen assigned in the field.
Oplan Siyasat will also enable the higher headquarters to identify the problems and deficiencies in the lower police units.*
