PSWDO conducts two-day CBR orientation, strategic planning

With aims to promote good governance by the recognizing the rights of people with disabilities and remove negative attitudes and barriers against persons with disabilities through information and public awareness campaigns, the Provincial Social Welfare and Development Office (PSWDO) headed by Neneth Q. Pador held lately a two-day Community-Based Rehabilitation (CBR) orientation and strategic planning at the conference room of the Iloilo Provincial Capitol.
Pador said the said activity aimed to identify the major disability types, know the prevention of causes of these disabilities and be able to know the very basic interventions; to have clear understanding on the issues and concerns of disable people and their families; to appreciate the basic principles of CBR as a right-based approach, the national CBR plan and its legal justification (through the EO473, etc.); to have understanding of CBR as a holistic rehabilitation strategy, leveling off on current practice at the LGU; to understand the best practices in CBR and fostering effective collaboration among community and regional resources: collective action; to arrive at some basic interventions they can implement: basis of a strategic plan for the next three years; and to start to appreciate the essential role they can play in delivery CBR programs.
She explained CBR is a strategy for rehabilitation, equalization of opportunities, poverty reduction and social inclusion of people with disabilities.
Pador said further CBR includes person with disabilities into all community activities; reduce poverty by providing opportunities for person with disabilities to contribute to community development and nation-building; organize persons with disabilities, their families and other concerned person to be involved in advocacy, management and delivery of services; provide information on disability, so that people know what to do; prevent causes of disability; deliver appropriate services using local resources; develop a referral system to specialists and facilities, as the need arises; collaborate among all sectors to ensure service delivery; foster Filipino values such as "bayanihan" and "pakikisama"; and protect children and other vulnerable people from abuse.
The implementation of CBR is also in compliance with Executive Order 437 "Encouraging the Implementation of Community-Based Rehabilitation for Persons with Disabilities in the Philippines."
This activity was participated in by 30 disabled and non-disabled representatives from 10 local government units in Iloilo Province and Association of Disabled Persons' leaders.
Facilitators of the program were Mr. Barney McGlade, CBR Coordinator (Philippines) and Ms. Elena Agascoscos, Disability Advocate and Freelance Consultant.
