Winners of best public sector projects bared
The Regional Development Council (RDC) VI recently bared the winners of the Search for Best Public Sector Projects for Western Visayas during the Second Quarter Meeting held at the Sarabia Manor Hotel.
Winners were grouped into three categories: for Regional Line Agencies; Local Government Units (Provinces and Cities); and State Colleges and Universities.
The basis for judging was centered on the effectiveness of the project (20%), demand-driven participation (35%), replicability/sustainability (20%) process-orientation (15%) and originality (10%). From a short-list of 45 projects, the judges narrowed the entries down to 25 and still further down to 18 until the final winners were chosen.
Bagging the top prize of P40,000 and Plaque of Recognition for Regional Line Agency projects was Operation Dikit and Tax Mapping or Tax Compliance Verification Drive (TCVD) of the Bureau of Internal Revenue. Coming in second for the Prize of P25,000 and a plaque of recognition was the TB-DOTS Best Practices Collection with the Department of Health as proponent. Third was the Kalahi-Comprehensive and Integrated Delivery of Social Services (CIDSS) of the Department of Social Welfare and Development earning P10,000 cash prize and a plaque of recognition.
Provincial Winners were the Province of Capiz getting the first prize (P25,000 and a Plaque of Recognition) for its Drug Management Reforms (Parallel Drug Importation) and the Province of Antique for its Country Program for Children, with a cash prize of P10,000 and a Plaque of Recognition.
Winners for the cities were Roxas City for its Establishment of Diwal Sanctuaries through Transportation in Roxas City Waters, with a prize of P 25,000 and Plaque of Recognition. Second place went to City of Sipalay for the Development of its Tourism Industry, and the cash prize of P10,000 and a Plaque of Recognition.
In the category of the State Colleges and Universities, the University of the Philippines' Primary Care Hospital Project in Miagao bagged the P40,000 cash prize and plaque of Recognition, followed by the Food-Always-In-The-Home (FAITH) Garden Program of the Negros State College of Agriculture, with a prize of P20,000 and Plaque of Recognition. Aklan State University's DYMT Community Radio got the third prize of P10,000 and Plaque of Recognition.
Fifteen other finalists will receive certificates of recognition. For the Regional Offices, the finalists were: Seaweed Development Program in the Province of Guimaras of the Bureau of Fisheries and Aquatic Resources; Establishment of a Garment Center in the Municipality of Cauayan by the Department of Trade and Industry; Dovetailing the Monitoring and Evaluation Efforts for the Western Visayas Regional Development Plan 2004-2010 by the National Economic and Development Authority; NTC on wheels Mobile Licensing of NTC VI; Community Communications Network (CCN) CATV- program of the Philippine Information Agency; Boracay Tourist Oriented Police Community Oriented Police Project (Boracay TOP-COP) of the Philippine National Police VI.
Eight finalists from the Local Government Units were qualified: Iloilo Dairy Project of the Province of Iloilo; Indigenous Supplementary Mixture (INSUMIX) Feeding Program of the City of Bacolod; Urban Poor Relocation Project of the City of Himamaylan; High Value Vegetable Production of the City of Kabankalan; High Value Crops of the City of La Carlota; Urban Settlement and Housing Site for Government Employees of the City of Sagay and Free School Bus Service and Rain Coats Project of the City of Silay;
For State Colleges and Universities only the Carlos Hilado Memoral State College's Design and Production of Selected Farm Implements for Small Scale Farmers in Sugar Cane Haciendas in the City of Talisay qualified as finalist aside from the winners.
The awarding of prizes will be given during a special formal celebration to be hosted by RDC VI. RDC Chairperson Governor Salvacion Perez said she has invited President Gloria Macapagal Arroyo, Governor Rosette Lerias of Southern Leyte, Director General Romulo Neri of NEDA and Dr. Herwig Mayer of GTZ to grace the affair.
