Negros environment initiative gets regional approval
The resolution of the Center for Environmental Initiative of the Provincial Environment Management Office for the devolution of the issuance of permit to the Local Government Units of charcoal and other forest products gets approval from the regional Department of Environment and Natural Resources (DENR).
The resolution is approved by the Regional Executive Director of DENR Julian Amador and is already at the Central Office for approval. RED Amador recommended that Negros Occidental be made as the pilot area for the said system.
Resolution is requesting DENR to devolve to the local government units the issuance of the transport permit or the certificate of verification for all deregulated the species coming from private lands or titled properties.
Also included in the resolution is the policy of transport of charcoal and other forest products. The policy is to secure attachment of Barangay Certification and Mayor's Endorsement to the Transport Permit and Certification of Verification
Provincial Environment and Natural Resources Officer Livino Duran explained that once the central office approves the resolution, there are provisions that must be followed by the LGUs.
Duran further said that only trees planted on private properties and those on ISF areas should be made into charcoal. Permits should be devolved to LGUs provided that there is a designate environment officers in each city and municipality, the financial requirement should be shouldered by the LGUs and there should be a deputized agent for forest protection and will monitor the documents.
