DILG-WV director with LGU delegates to Sweden
DILG Regional Director Evelyn Trompeta, along with other delegates from pilot local governments and partner agencies, shall learn how to effectively implement Solid Waste Management in a two-week study visit in Sweden starting November 29, 2006. This is part of the Trainor's Training on Solid Waste Management being implemented by the Consolidating Philippine Local Government Associations (COPLOGA) Project.
Trompeta shall be accompanied by DILG-Negros Occidental Provincial Director Ma. Joy Maredith R. Madayag, and representatives from pilot LGUs -- the Negros Occidental Provincial and Bacolod City governments.
COPLOGA aims to strengthen the Union of Local Authorities of the Philippines and its member-leagues. It is a joint project of the Local Government Academy -- DILG, together with the Swedish Association of Local Authorities.
Through consolidating the leagues, COPLOGA hopes to support the local governments and safeguard their interests; promotes cooperation between and among different levels of local government;support and develop local autonomy; and provide services and expert assistance to LGUs.
One focus of the project is solid waste management. COPLOGA sees this area as one where leagues coordination is critically important. Rather than concentrating on technical aspect (such as garbage collection), the project shall give emphasis on communication with citizen, change of attitudes, and convincing stakeholders to strengthen their commitment to participate, at the same time endowing them with a sense of ownership to ensure successful implementation of environmental projects.
The project shall work by providing educational services for the members of the association, produce synergy through participation and teamwork, provide venue for sharing the best practices and transfer technology; and develop strong links between the Swedish Association of Local Authorities in the Regions (SALAR) and Philippine partner organizations.
