DILG to conduct personnel audit of LGUs
San Jose, Antique--The Department of Interior and Local Government (DILG) will conduct personnel audit of local government units starting January to March this year and every month thereafter per memorandum issued by Secretary Eduardo Ermita and Secretary Ronaldo Puno to clean up ghost employees in the bureaucracy.
The circular states that periodic personnel audit shall cover all provinces, cities and municipalities in the country except those in the Autonomous Region of Muslim Mindanao, said Mary Salvacion Alian, Assistant Provincial Director of DILG here.
Ghost employees refer to persons whose names appear in the list of personnel or in the payroll but does not actually exist, fictitious or don't actually render services, the memorandum stated.
In Antique, Rosario F. Maza, DILG Provincial Director has created the provincial technical working group to conduct personnel audit through on-site inspection, verification, cross-matching and tallying the list of local government personnel with payrolls, vouchers or with other relevant financial documents.
The memorandum further directs the technical working group to conduct personnel inventory or body count of local government personnel corresponding to the list of personnel and shall undertake fact-finding investigations, if necessary.
Alian stressed that the audit has nothing to do with politics especially that it is done during election period. Instead it is part of government undertakings to ensure efficient and effective use of resources and get rid of graft the corruption towards responsive bureaucracy.
Meanwhile, the administration acknowledges corruption as a deeply rooted problem in the Philippine system of government and is taking all means to fight it.
The government has a comprehensive blueprint cutting across lifestyle checks, prosecution of high profile cases, red tape reduction, stringent procedures at all levels and better pay for public servants.
The Philippines is on the right track in enforcing integrity, efficiency and transparency in all transactions.
