Treñas seeks approval of P45M supplemental budget
The Sangguniang Panlungsod is set approve the request of City Mayor Jerry Treñas for the approval of proposed General Fund Supplemental Budget (SB) No. 1 amounting to P45,480,680.34. Bigger slice of it will go to the 10 percent salary increase of city hall employees.
City Treasurer Katherine Tingson has already certified the availability of fund for SB No. 1.
In his request, Treñas said out of the total budget requested, P14 million is set aside for the 10 percent salary increase of employees from July-December 2007. The payment for the Collective Negotiation Agreement (CNA) at P5,000 each was placed second on the list. The CNA budget reached to P7,935,000.
The third item in the proposed SB No. 1 is the payment of hazard pay of public health workers from January to December 2007. The proposed budget amounted to P7,664,562.
Also included is the budget for the General Services Offices amounting to P4,944,100.
The non-office expenses, which include operation of different task forces, amounted to P3,467,227. The budget for the city health development program is pegged at P233,680 while the beautification program is allocated P146,050.
For the city's development projects, P2,270,000 is alloted. The budget includes the fund for the removal of center islands and construction of roads at Diversion Road and General Luna Street for the Fly Over project, lightings of San Rafael-Tabucan, Mandurriao, construction of social hygiene building and repair of City Social Welfare and Development building.
The office of the city mayor will also eat up portion of the supplemental budget. A total of P976,566 is programmed for the office of the city mayor. For the CESPEDIC program for the period of July-December 2007, P97,699 is alloted. Also, P300,000 is intended for the training expenses and P500,000 for the representation expenses. Another P78,867 is also set for the administrative support program services of the city mayor's office.
The supplemental budget also contains a whopping P991,256 fund for the city's traffic control program from July-December 2007. They have also intended a P500,000 additional fund for the training of SWAT policemen and fund for day care services program from July-December which reached to P678,942.
The City Treasurer's Office, on the other hand, has been alloted P230,000 budget.
SB No. 1 has also programmed P14,000 for the procurement of additional one unit of vehicle for mentally-ill project of the city and P130,000 for the City Assessor's Office. Of the P130,000, P80,000 is intended for the traveling expenses and another P50,000 for other expenses of the assessors office.
However, in the same supplemental budget, P500,000 is intended for "additional fund for May 14 elections." It was not clearly stated on what is the nature of the expenses referred as additional fund for the election day.
The supplemental budget also contains payment for the terminal leave pay of Lionel Abellar, utility worker II of the markets and slaughterhouse who retired last May 1, 2007. The retirement leave pay amounted to P142,186. The Task Force on House Re-numbering in Arevalo and Molo districts also has a budget of P280,000.
