Iloilo SP approves 3-year ECCD investment plan
The Iloilo Sangguniang Panlalawigan approved the province's Early Childhood Care and Development (ECCD) three-year Provincial Investment Plan during its regular session, Tuesday.
Committee on Social Welfare, Housing, Senior Citizens and Disabled chairman Jett C. Rojas moved for it approval and adoption citing that the plan "is valid in accordance with Sec 2 and Sec 9a of Republic Act 8980 otherwise known as the Early Childhood Care and Development Act."
Board Member Rojas also sponsored a resolution authorizing Iloilo Gov. Niel Tupas Sr. to enter into a contract with the Council for the Welfare of Children (CWC) and the Regional Committee/Sub-Committee for the Welfare of Children (RCSCWC) for the implementation of the program in the 12 municipalities of the province.
A funding support of P28.3 million was allotted for its implementation starting this year until 2009 with the recipient local government units and the CWV allotting a counterpart fund of P21.213 million.
The remaining more or less P4.7 million will go to the centrally managed fund.
The provincial government and the 12 municipalities will shoulder the 30 percent equity fund amounting to P6.4 million while the CWC will provide 70 percent of the needed funds amounting to more or less P15 million.
Based on the program, 79.67 percent of the fund will be used in service delivery; 10.42 percent for building of institution and 9.91 percent in the establishment of the system.
The municipalities include Badiangan, Banate, Barotac Viejo, Bingawan, Cabatuan, Guimbal, Igbaras, Miagao, Maasin, Pavia, Sara and Tubungan.
Moreover, Rojas also recommended that the Provincial Social Welfare and Development Office (PSWDO) to coordinate with the CWC for possible future assistance to another 20 municipalities of the province that are willing to provide counterpart funds for the program. (PNA)
